Generally I would say yes but there are a lot of things to take into consideration. What type of ring it is, what metal, what kind of damage was done, etc. I would recommend going to a jeweler who sells loose diamonds (Jared’s, most independent jewelers, sometimes Zales will have loose diamond events, etc). The benefit of this is that they (almost always) will have an actual jeweler in the store and not have to send out the ring to be looked at (much quicker and easier to talk to them in person in the store).

A new diamond can vary in price greatly. How big is the diamond, what quality is the diamond, etc. Again, go to a jeweler that has loose diamonds for you to look at and price.
